Introduction of the Vice Presidency

Duties and Authorities:

  • Communicating all approvals, regulations, and bylaws to the relevant units, and monitoring and ensuring their proper implementation.
  • Administering and supervising the proper execution of all administrative, employment, and financial-transactional affairs of the university in accordance with relevant approvals, regulations, and bylaws.
  • Directing and supervising workflows and operational procedures to create coordination among different units in order to achieve the university’s executive goals.
  • Establishing coordination and supervising subordinate units to ensure the proper execution of their duties.
  • Preparing and drafting the university’s budget (collection, consolidation, adjustment, etc.) in alignment with approved goals, policies, and credits, in collaboration with managers and heads of units, and based on proposed plans.
  • Monitoring the expenditure of credits allocated to various units based on the detailed budget approved by the Board of Trustees and other financial laws and regulations, and providing related reports.
  • Directing and controlling all financial affairs and cycles of the university in accordance with financial and transactional bylaws and related regulations to establish financial discipline across the university’s various departments.
  • Formulating necessary policies for securing resources and resolving the university’s financial constraints.
  • Developing and drafting the university’s strategic plan and supervising the implementation of operational programs to elevate the university to the desired state, in coordination with relevant units and through their monitoring and evaluation.
  • Participating in councils, commissions, and meetings, and providing opinions on administrative, employment, financial-transactional, and legal affairs within the framework of regulations and in protection of the university’s interests.
  • Managing and supervising all central human resources management affairs, including planning, recruitment, retention, training development, and performance evaluation, in accordance with relevant regulations and bylaws.
  • Reforming the university’s structure and organization and proposing qualified individuals for managerial positions to the University President.
  • Implementing projects related to improving systems and work methods at the university, establishing a continuous improvement system, and developing standards and operational procedures.
  • Planning and forecasting maintenance programs for buildings and facilities, and supervising all service affairs and the maintenance of university buildings and equipment.
  • Planning and supervising all matters related to the procurement of central goods, support services, and university equipment.
  • Implementing public welfare programs for staff and supervising the proper execution of such schemes.
  • Performing other duties assigned by the University President.
